**It's time, it's about time or it's high time ------** whenever any of this is used followed by a subject (Noun or Pronoun), the verb that follows must be in PAST TENSE. E.g, It's high time Tolu left the class.
It's about time we drove home.

 **I'd rather -----** whenever any of this is used followed by a subject (Noun or Pronoun), the verb that follows must be in PAST TENSE. E.g, I'd rather you killed the ram.
I'd rather you left early.

**I wish------** whenever any of this is used followed by a subject (Noun or Pronoun), the verb that follows must be in PAST TENSE. E.g, I wish I could do it.
I wish she were/was my girlfriend.
I wish you were my age mate.

NOTE: Exceptions in grammar!!!
